There's only a few starts where you're truly reliant on RNG to survive (the Russian vassals of Muscovy, Naxos, Epirus, and maybe one or two more). You have more than enough time to build up and slowly pick away until you're strong enough to fight everyone. That's in stark contrast to EU4 where any nation can WC. If you're joining the axis, you need to have a way to capitulate the US and UK, which might not be possible as a smaller nation. If you can't put divisions across your entire front, you're probably done. ![]() If you get declared on by someone with 400 divisions when you have 20, it's just game over. There's no end date, but the game doesn't last long enough for the smaller nations to really break the game and take on the whole world alone. HOI4 is unique in difficulty in that some things are mostly impossible. If you plan to do a naval invasion either build a new fleet to run support or reassign the strike force temporarily if you're feeling risky. At this point you can turn on auto-repairs so that damaged ships automatically split off and return when at full health, and can set your patrol task forces to automatically replenish from reserve fleets in case they lose a ship or two while waiting for the strike force. When one of your patrols encounters an enemy your strike force will sail out to engage them. Generally for your main fleet you want your light ships running patrol (one task force per patrolled zone, I usually do ten to twenty destroyers or light cruisers) while the rest of your main fleet is designated as a strike force that sits in the port to save fuel. Once you have those built up you can select different groups to break off as task forces. You set your naval factories to produce the ships you want, and then have them deploy to preexisting fleets if possible, I usually just do one main fleet and one submarine fleet.
